CONGRESSIONAL COMMISSION ON WEB-BASED EDUCATION

As of January, 2001, the Congressional Commission on Web-based Education fulfilled its legislative charter of providing policy recommendations and research to the President and to Congress. Florence McGinn is a former US Commissioner on the Congressional Commission on Web-based Education that completed its mission in January, 2001. On that national commission, Florence McGinn headed the K-12 Issues Focus Group.

Florence McGinn was appointed to the 16 member commission by former US Secretary of Education Richard W. Riley. The commission was comprised of leaders from Congress and experts in the education and technology fields. The President, the Secretary of Education, and majority and minority leadership of the House and Senate appointed members of the Web-based Education Commission in 1999. It was charged with recommending specific public policies to help fulfill the educational promise of the Internet for learning.

The Congressional Commission on Web-based Education was charged by legislature to conduct a thorough study of issues pertaining to web-based education and to provide policy recommendations to the President and to Congress. The Commission was authorized to conduct hearings, to obtain expert testimony, and to prepare a report for the President and Congress.

The Commission was established to explore the promise of the Internet and other technology-mediated learning strategies and to identify the obstacles that inhibit students from realizing that promise.

In the long term, the Commission worked to develop a comprehensive policy "road map" to assist policymakers, key education stakeholders, and the private sector in making decisions about web-based education. It established a strong presence on the World Wide Web to serve as a center for discussion and debate over policies that affect web-based learning.
